Describe the problem

People of Iscuandé Colombian Pacific coast depend on artisanal fishery. These communities face the overexploitation of resources such as shrimps, estuarine fishes and mangrove cockles due to the inadequate fishery management. The overfishing has become increasingly evident taking into account that local anecdotal reports indicate that most areas have seen a decline in the abundance and sizes, suggesting that the fishing pressure on resources is high A conservation agreement (voluntary pact between two or more parties defining as duties some actions of management and usage regime to be implemented) has been built in order to achieve an effective fishery management that ensure that fisheries yields are sustainable basis while protecting ecological health of the natural resources

Biodiversity Impact

The strength a Conservation Agreement is to seek and promote the voluntary participation in order to solve a specific problem. This agreement will focus on artisanal fishery dealing with some aspects such as illegal fishing, fishing in spawning areas and limited presence of the institutions of the government of Colombia leading to regulations as closed season are not obeyed. The solution proposed is to build a Conservation agreement between fishermen and authorities of the communities in La Bocana del río Iscuandé in order to decline the pressure on ecosystem. The key points of the agreement will be: regulating no fishing areas or controlled fishing areas, achieving the identification and assessing different illegal fishing equipment and promoting a rapprochement between authorities and local people for an effective control in the area. Achieving a conservation agreement to ensure a suitable use and management of hydrobiological resources that are exploited in La Bocana del río Iscuandé will be very positive and a significant contribution to this mongrove, marine and coast ecosystem health.
Solution
It is important to emphasize that due to La Bocana del r??o Iscuand?? is an estuary with extensive mangrove forest representing a strategic area for the entire marine system. For example, the diversity of this mangrove ecosystem consist of 40 mollusks species, 107 crustaceans species, 104 fish species, 14 reptiles species and about 80 birds species and since many of these species breed or spend their first stages of life in the mangrove forest, . The pressures on the fishery resources affect individuals that have not reached sexual maturity, with a harmful effect upon the entire environment and the existence of these species in the future. The fishery product in La Bocana del r??o Iscuand?? consist of some species of shrimps (Litopannaeus sp, Trachipenaeus birdy, Xiphopenaeus riveti, Protrachipene precipua), estuarine fishes (Centropomus sp., Pomadasys sp., Cynoscion sp.) and the saltwater bivalves (Anadara sp.). The estuarine fish, shrimp and saltwater bivalves populations face an intense pressure of exploitation of adults and juveniles so reaching an agreement to control the fishing exploitation in this area, regular size for fishing regulations, fishing equipment, fishing seasons and areas, will help improve the use of these resources and will keep the marine biodiversity of the area. // The Conservation Agreement will apply for the whole Community Council (CC) area ƒ??Esfuerzo Pescadorƒ?, collective territory of Afro descendant communities covering 9000 hectares. This area is located southwest of the Colombian Pacific coast, it is part of Ecological Complex Coastal Marine Iscuand??-Sanquianga-Gorgona, and an also part of ntegrated Management Unit (IMU), Guapi-Iscuand?? and nearby two protected natural areas, Gorgona and Sanquianga National Parks. This area has important marine and coastal ecosystems in the region, where the mangrove forests, estuarine areas, estuaries, muddy and sandy beaches are used by several species such as sea turtles and water birds. According this last point, it is important to emphasize that annually about 30000 individuals of shorebirds of about 20 species pass through this area, therefore in 2008, 4000 of these hectares it were included as part of the Hemispheric Shorebird Reserve Network WHSRN. Currently it is the only place in Colombia that is part of this international conservation initiative (http://www.whsrn.org/western-hemisphere-shorebird-reserve-network).

Replicability

Yes // The Agreement Conservation is a management tool that allows local communities to social control and regulatory authorities, especially in light of the Colombian legal system, for this reason the fundamental piece is provided by the CC Esfuerzo Pescador. An important thing will be accompanied by the Calidris Association as a promoter of this exercise and other No Government Associations (NGO’s) interested in the issue of conservation of natural resources that want to join the process. Therefore, it will hold the participation of municipal law enforcement authorities, as a responsible fisheries and natural resources in the area. With all these member our aim is to build a mixed working committee, that should guide and verify the implementation process of the conservation agreement and make recommendations as necessary. This mixed team will be the space manager and administrator of the agreement, should structure a work plan to follow which includes the identification of the main problems and possible solutions, prioritize actions to develop, seek technical support, incentives for the conservation and funding as needed.

Human Well Being and Livelihood Impact

La Bocana de Iscuandé is located in the municipality of Santa Barbara de Iscuandé and belongs to the CC Esfuerzo Pescador, around 3000 people inhabit nine small fishing villages ( Juanchillo, El Cuerval, Ensenada, Las Varas, Soledad Pesquera, Soledad Pueblito, Macharal, Estero Largo and Bocas de Guaba). Fishing is the main economic activity in the area, but in recent years catches have declined and the fishermen have to go farther to get their product, proceeds from the sale of fish product does not cover the operating cost as a (fuel, food, equipment, etc.). It is expected through the Conservation Agreement to regulate an activity and create conditions of use and management of fisheries in the area, over time, this will be reflected in volumes and sizes more effective in fishing days and finally in higher incomes for families. Ensuring responsible fishing is the first step in accessing fair trade markets or “green markets”, in larger cities in Colombia like Buenaventura, Cali or Bogota. It is being an incentive for fishermen, who will receive an added value for their product, helping to ensure greater community interest and sustainability of the process. // Conservation International has established 70 conservation agreements in different countries (Info: María Claudia Diazgranados m.diazgranados@conservation.org) To ensure the success of the conservation agreement it’s important to ensure community participation, which are the main users of the fishery resources area. Communities of the Pacific Coast are organized under a legal concept in the Constitution Community Council and are to be performed by the administration of territory in accordance with constitutional mandates and rules procedure. The community is the set of Afro Colombian families who have their own culture, share a story and have their own traditions, customs and identify that distinguish them from other ethnic groups Colombian legislation said that Afro Colombian communities have the right to decide their own priorities as it a pertain to the process of development, to the extent that it’s affect their lives, beliefs, and spiritual well, and the lands they occupy or otherwise use and control to the extent possible their own socioeconomic and cultural development We has been working for four years with the CC Esfuerzo Pescador, through environmental education activities, basic sanitation and lately we had been talking with the community about the advanced of the need for conservation action for improvement environmental quality and ensure livelihoods The Community council is coordinated by a board of director, has a legal representative and among them is the articulation with the community and ensures compliance with the conservation agreement
